The instruction that deserves attention is this one: candidates who choose Freeze must come with the Bond, in the format on the OJEE website. If you are freezing, you are signing a service bond that day.

What the bond actually says

The governing rule is the Health and Family Welfare Department resolution ME-II-19053/H of 21 August 2020, circulated with this year’s admission pack. It is not a new announcement, but it binds anyone freezing a government seat now, and the numbers in it are large.

• It applies to all candidates admitted to government medical and dental colleges, under either the state quota or the All India Quota. An AIQ seat at an Odisha government college does not escape it.
• After finishing the course you must serve two years in any health institution of the state, after which you are released.
• The penalty for not serving those two years is ₹25 lakh, and your pass certificate and college leaving certificate are held until you comply.
• Leaving the course midway, so that a seat lapses, carries a ₹10 lakh penalty.
• If you go straight into higher study, the bond pauses and resumes when you return. You declare this by affidavit before a JMFC, and your certificates are released.
• If the state gives you no appointment within six months of completing the course, you are released and the bond lapses.

The bond is executed on ₹21 non-judicial stamp paper and signed by you, two sureties (parents or guardian) and the Dean or Principal. It is collected centrally at provisional admission.

What you pay at reporting

Fees are paid online through your login, or by demand draft in favour of “OJEE” payable at Bhubaneswar, with your name, NEET application number and date of birth written on the back.

NRI candidates pay four times these fees at private colleges. Government colleges may also collect additional institutional fees on top of the ₹37,950, and these vary by college. OJEE notes that any government revision to the fee structure applies automatically.

Bring all certificates and mark sheets in original with a set of photocopies, plus the affidavit. Provisional admission is granted on payment and submission of the nativity certificate and college leaving certificate in original. Either you alone, or you with one guardian, should attend.

Act today if something is wrong

Per the OJEE schedule, the window to raise a query on the provisional allotment opens at 2 pm on 25 August 2026. The final allotment and allotment-letter download follow at 11.30 am on 26 August. Provisional admission, by paying the fee and reporting at the OJEE Cell in Gandamunda with originals and a signed bond, runs from 28 August to 6 September.

What the numbers show

Read those wide ranges carefully

A rank of 10 or 11 lakh appearing against a government college does not mean an open seat went that deep. Those are reserved-category and sub-category allotments, where the candidate pool is far smaller and closing ranks are naturally much deeper.

The number most candidates are actually looking for is narrower: MBBS at government colleges in the open category, with no sub-category claim, ran from AIR 80 to about 95,204 across 648 allotments. Everything deeper than that in the government-college column belongs to SC, ST, EWS, SEBC, PwD, Green Card or ex-servicemen pools.

BDS runs deeper than MBBS throughout, which is the usual pattern.

Three seat pools, not one

Odisha allots from three distinct pools, and the list marks each one:

• HS, home state — 1,694 allotments, the bulk of the round
• SGS, government school — 290 allotments, reserved for candidates from government schools
• NR, NRI — 18 allotments, paid seats

Mixing these together is what makes published Odisha cutoffs look strange, so it is worth checking which pool a quoted closing rank belongs to before comparing it with your own.

Where the seats went

The three largest allotments are SCB Medical College Cuttack and VIMSAR Burla with 211 each, and MKCG Berhampur with 208. Among private colleges, HITECH Bhubaneswar took 124 and DRIEMS 123. On the dental side, HITECH Dental College received 75 and SCB Dental College Cuttack 53.

By category, the 2,002 allotments break down as 626 SEBC, 528 general, 421 ST, 323 SC and 104 EWS. State ranks run from 1 to 6,217.

The Odisha Joint Entrance Examination board has issued a second revision of the round 1 counselling schedule for MBBS and BDS state quota seats. Candidates who have not filled any choice are told to log in and complete choice filling in time.

The revised schedule

Two details worth noting. Choice locking opens at 11:30 am on 22 August while filling runs to 5 pm the same day, so the last few hours are for locking rather than reconsidering. And reporting is centralised at the OJEE Cell at Gandamunda with original documents and a signed bond, not at the allotted college. A college-wise reporting schedule will be notified separately.

All other activities stay as published in the original tentative schedule of 5 August 2026.

The change follows the Medical Counselling Committee revising the All India Quota and state counselling schedule on 19 August 2026. Most states are re-issuing their round 1 dates as a result, so check your own state even if you are not applying here.

The Odisha Joint Entrance Examination (OJEE) has revised the Round 1 counselling schedule for MBBS and BDS admission under state quota seats. The change follows a modification in the MCC All India Quota schedule. The most important date for candidates: choice filling now closes on 18 August 2026 at 5:00 PM.

• List colleges in your true order of preference; higher choices are considered first.

The Odisha JEE (OJEE) has released the tentative counselling schedule for NEET UG 2026 candidates seeking MBBS and BDS seats under the Odisha state quota (session 2026-27). Round 1 registration opens on 6 August 2026 (5:00 PM) and closes on 10 August 2026 (11:59 PM).

Who can apply: only Odisha state natives are eligible for the state-quota MBBS and BDS seats. Candidates from other states are eligible for NRI-quota seats only, so check your eligibility before you register.

How allotment works (from the counselling guidelines)

• At registration you pay the fee (registration + security deposit) and choose Freeze or Float for your allotted seat.
• You must submit a properly prepared bond and deposit your original College/School Leaving Certificate at admission.
• If you don’t confirm/join, the seat is treated as vacant and you re-do fresh choice filling for the next round; counselling runs three rounds, with upgradation/sliding after Round 3 if seats remain.
• Giving false information or a wrong certificate leads to cancellation, disciplinary/legal action, and a financial penalty (set by the State Government); original documents are withheld until it is paid.

Odisha’s counselling authority has circulated the eligibility rules for candidates applying under the NRI quota for MBBS and BDS admission. The criteria come from the Medical Counselling Committee notice (Ref U-11011/07/2025-MEC) and follow the Supreme Court’s ruling in Anshul Tomar vs State of M.P.

A candidate can claim an NRI seat if:

• a parent is an NRI ordinarily residing abroad; or
• a first-degree relative (including a real brother or sister) is an NRI residing abroad.

Where a more distant relative sponsors the candidate as guardian, that person must be the nearest blood relation, that is a real uncle or aunt (paternal or maternal), a grandparent, or a first cousin. The sponsor must ordinarily reside abroad and must have genuinely looked after the candidate as guardian, supported by an affidavit.

During counselling, the committee will seek legal proof that the sponsor is a bona fide guardian under the Guardians and Wards Act, 1890. Candidates planning to apply under the NRI quota should arrange these documents before registration.
