OJEE has published the schedule and instructions for provisional admission after the first round. Reporting is in person at the OJEE office, Gandamunda, Bhubaneswar, on a fixed date for your allotted college, and it starts on 28 August.
Do not go to your allotted college. The notice is explicit that candidates should not report there at this stage and must wait until the whole counselling process is complete.

Miss your slot and the consequence is spelled out: you are treated as a non-reported candidate and the allotted seat is cancelled. You can still enter round 2 with fresh choices, but the current seat is gone.
Freeze or Float, and what Freeze commits you to
Before reporting you exercise Freeze or Float through your login. Freeze means you are keeping this seat. Float means you stay in the running for an upgrade.
The instruction that deserves attention is this one: candidates who choose Freeze must come with the Bond, in the format on the OJEE website. If you are freezing, you are signing a service bond that day.
What the bond actually says
The governing rule is the Health and Family Welfare Department resolution ME-II-19053/H of 21 August 2020, circulated with this year’s admission pack. It is not a new announcement, but it binds anyone freezing a government seat now, and the numbers in it are large.
- It applies to all candidates admitted to government medical and dental colleges, under either the state quota or the All India Quota. An AIQ seat at an Odisha government college does not escape it.
- After finishing the course you must serve two years in any health institution of the state, after which you are released.
- The penalty for not serving those two years is ₹25 lakh, and your pass certificate and college leaving certificate are held until you comply.
- Leaving the course midway, so that a seat lapses, carries a ₹10 lakh penalty.
- If you go straight into higher study, the bond pauses and resumes when you return. You declare this by affidavit before a JMFC, and your certificates are released.
- If the state gives you no appointment within six months of completing the course, you are released and the bond lapses.
The bond is executed on ₹21 non-judicial stamp paper and signed by you, two sureties (parents or guardian) and the Dean or Principal. It is collected centrally at provisional admission.
What you pay at reporting
Fees are paid online through your login, or by demand draft in favour of “OJEE” payable at Bhubaneswar, with your name, NEET application number and date of birth written on the back.

NRI candidates pay four times these fees at private colleges. Government colleges may also collect additional institutional fees on top of the ₹37,950, and these vary by college. OJEE notes that any government revision to the fee structure applies automatically.
Bring all certificates and mark sheets in original with a set of photocopies, plus the affidavit. Provisional admission is granted on payment and submission of the nativity certificate and college leaving certificate in original. Either you alone, or you with one guardian, should attend.
