Haryana has opened NEET UG 2026 counselling. Registration on uhsrugcounselling.com runs from 28 August to 31 August, and choice filling and choice locking close on the same night at 11.59 PM. There is no separate choice-filling week after registration closes. Whatever list you have locked by 31 August is the list you are allotted from.

Allocation, grievances and the corrected list are all dated 2 September. That leaves one day for a complaint to be raised and settled, so the university is clearly expecting only clerical corrections at that stage.
The notice calls this schedule tentative and says amendments will be put up on the admission portal.
Document verification is in person, at Rohtak, with no substitute
Verification happens at Sushruta Auditorium, Pt. B. D. Sharma University of Health Sciences, Rohtak, between 6 and 8 September. The notification is blunt about it: a candidate has to appear personally, and no one may appear on their behalf, whether by authority letter or any other means. A candidate who does not turn up is not considered.
Two things follow from the wording. Photocopies, even attested ones, are not accepted at verification, and a provisional allotment carries no legal right to the seat. The notification says the same about money. Paying the tuition fee online does not confer any right to the allotted seat either. The seat is confirmed only after the documents clear.

The larger money arrives at round 2. To take part in round 2 for government and government-aided seats alone, a candidate pays Rs. 10,000, or Rs. 5,000 if they are SC, BC, PwD or EWS. To be considered for private college seats as well, whether state quota or management quota, the amount is Rs. 1 lakh. Without that deposit a candidate is not eligible for round 2 or any round after it. The Rs. 1 lakh is adjusted against the first-year fee if a seat comes through, and refunded if no seat is allotted.
A new Rs. 5 lakh security for private MBBS in the stray round
This is the one genuinely new money rule in the 2026 notification. From the stray round onward, a candidate opting for MBBS in a private medical college or private university has to put down a security fee of Rs. 5,00,000. It is forfeited if they are allotted a seat and then fail to pay the fee, fail to report for document verification, or fail to join.
We compared the 2026 gazette against Haryana’s 2025 one. The 2025 notification does not contain the word “stray” anywhere and has no equivalent clause. The Rs. 5 lakh sits on top of the Rs. 1 lakh round 2 deposit rather than replacing it.
Sanskaram School of Medical Sciences joins the list
The 2026 notification names Sanskaram School of Medical Sciences, Jhajjar, under Sanskaram University, among the private university medical colleges in Haryana counselling. It was not in the 2025 notification and it took no allotment in Haryana’s 2025 round 3. The National Medical Commission’s 2026 seat matrix lists it as a new establishment with a sanctioned intake of 100 MBBS seats.
Two other names also appear for the first time in the notification’s government list, Pt. Neki Ram Sharma Government Medical College at Bhiwani and Maharishi Chyawan Medical College at Koriawas, Narnaul. Both were already taking allotments in Haryana’s 2025 counselling, so their arrival in the 2026 list is the document catching up rather than a new college opening.
Haryana’s own seat matrix for 2026 is not out yet. The notification says seat distribution will be published separately on the university and department websites before counselling begins, so the number of seats per college and category is still unknown.
If you are not from Haryana
Government and government-aided colleges keep 15 per cent of seats for the all-India merit category, filled by the Medical Counselling Committee, and the other 85 per cent for the Haryana state merit category. State quota seats need a Haryana residence certificate.
Private colleges split 50 per cent state quota and 50 per cent management, with the NRI quota at 15 per cent of sanctioned intake carved out of the management half. The notification says management category candidates from all over India are eligible, regardless of their state of domicile or where they studied. So an outsider reaches a Haryana private college through the management or NRI route, and reaches a Haryana government college only through the all-India quota.
Five per cent of state quota seats are reserved for candidates with benchmark disabilities. Only a disability certificate from a board notified by NTA in the NEET 2026 prospectus is valid, and the Medical Assessment Board sits at PGIMS Rohtak on dates to be announced.
What happens if you leave
A round 1 allotment can be kept or improved. The notification gives a first-round allottee the right to retain the seat, and says the seat changes only if they get an upgrade in round 2. Anyone who wants that upgrade has to submit a fresh set of preferences for round 2, because Haryana does not carry the round 1 list forward. Fresh candidates who missed round 1 can also register from round 2.
Round 2 is where it starts to bite. A candidate allotted in round 2 who does not join forfeits the fee already paid to the Admission Committee, though they stay eligible for the mop-up or third round.
Leaving after joining is a separate and much larger charge. If a candidate joins a college and then leaves the course on or after 15 December 2026, which is three days before the 18 December last date for admissions, they pay Rs. 10 lakh in bond money and are debarred from MBBS and BDS admission in Haryana for the next three years. Every admitted candidate executes that bond at admission with two sureties on non-judicial stamp paper, and it binds management quota students the same way. A candidate leaving a private institution also pays the fee for the session they leave in, plus half the next session’s fee.
Separately, everyone who finishes MBBS from a Haryana government or government-aided college is covered by the state’s Service Incentive Bond policy. The bond is Rs. 30 lakh minus the total annual fee, with 10 per cent off for women, and it works as a collateral-free education loan that the government repays on your behalf in return for government service after the course. It comes to Rs. 25,77,090 for men and Rs. 23,19,381 for women at government colleges, and Rs. 21,90,000 and Rs. 19,71,000 at Maharaja Agrasen Medical College, Agroha. The service period runs five years from the completion of MBBS.
These are the terms as printed. What any of them means for a particular candidate depends on rank, category and how much risk the family is willing to carry.

For BDS, the government dental college at PGIDS Rohtak charges Rs. 52,090 across all first-year heads, private dental colleges affiliated to UHS Rohtak charge Rs. 2,80,000 a year rising 5 per cent, and SGT charges Rs. 5,25,000 a year.
Read the private figures next to the Rs. 1 lakh round 2 deposit and the Rs. 5 lakh stray round security. Those deposits are small against a fee of Rs. 12 lakh to Rs. 22.5 lakh a year, which is presumably why they are set where they are.
