The Commissioner for Entrance Examinations published the final first phase allotment for MBBS and BDS on 27 August, replacing the provisional list of 24 August. It covers state quota seats in government colleges and seats in private self-financing colleges. NRI quota seats are not part of this allotment.
Two documents went up together: the allotment list and a college-wise last rank table, which is the more useful of the two if you are deciding what to do next. We parsed both in full, all 5,893 allotments and all 58 colleges, and the two files agree on every figure.
The final list moved exactly one seat
We compared the 27 August final list against the 24 August provisional list row by row, matched on application number. One row was added and not a single existing row changed. No candidate lost a seat, moved college, changed category or changed option number.
The added seat is an MBBS seat at Government Medical College Manjeri, allotted in the physically disabled pool. It is the only movement anywhere in the last rank table: Manjeri’s PD last rank went from 30,168 to 32,565. Every other last rank in all 58 colleges is unchanged.
So the totals now read 5,893 allotments, 4,422 MBBS and 1,471 BDS. If you read this article when the provisional list came out, nothing you noted then has moved.
One thing worth flagging for anyone comparing the two PDFs themselves: the Commissioner reordered the category columns between the two publications. BH sits seventh in the final table where it sat fourth in the provisional. A quick visual diff of the two files will look like dozens of changed numbers. It is the column order moving, not the ranks.
These are Kerala ranks, not All India Ranks
Every number below is a Kerala state rank from the KEAM medical list, running from 2 to 33,544. They are not NEET All India Ranks, and comparing them against an AIR will mislead you badly. Check your Kerala rank before reading the table.

Government colleges account for about a third of MBBS allotments. The self-financing sector carries most of the state’s intake, which is worth absorbing before you decide how far down your option list to look.
State Merit last ranks
State Merit, or SM, is the open pool. Any candidate can be allotted an SM seat regardless of community, so these are the numbers most people want.

The government MBBS band is remarkably tight. Nine colleges took State Merit candidates and the whole range spans 144 to 721, so a few hundred ranks separate the top government college in the state from the last one to fill.
Five government colleges show no State Merit rank at all
Idukki, Kasaragod, Palakkad, Konni and Wayanad government medical colleges recorded no State Merit allotment in this phase, despite taking 329 allotments between them in community and reserved categories.
Read the dash in those cells as “nothing allotted here yet”, not as “closed at a very deep rank”. That still holds in the final list. If you are an SM candidate, these five are the ones to watch in the second phase.
Only 7 per cent got their first choice
The allotment list records which option number each candidate was allotted against, and the distribution is stark:
- 433 candidates, about 7 per cent, got their first option
- 512 got options 2 or 3
- 1,220 got options 4 to 10
- 3,728, roughly 63 per cent, got option 11 or deeper
That is the single most useful thing in this data. Most candidates are sitting on a seat well below what they asked for, which is exactly the situation later phases exist to correct. Do not treat a deep first-phase allotment as your final outcome.
Reading the community columns
The last rank table breaks each college down by SM, EZ, MU, BH, LA, DV, VK, BX, KN, KU, SC, ST and EW, with further codes for management and community quotas at self-financing colleges. A closing rank in a community column is deeper than the SM figure at the same college because the pool competing for those seats is smaller. Compare within your own column, never across.
